CEAP Mission Statement:
The mission of CEAP is to stabilize individuals and families in financial distress and to maximize their ability to live independently and with dignity.

CEAP Overview:

Community Emergency Assistance Program (CEAP) is a community-based, non-profit agency dedicated to providing assistance to low-income families and individuals, senior citizens, and adults with disabilities. 

Brooklyn Center resident, Madeleine Roche, founded CEAP in April of 1970 in response to the growing need for human services in the Brooklyn Center and Brooklyn Park area. She, and other community women, joined with local churches to bridge the gap in assistance for those in need.

Since then, CEAP’s outreach has grown to encompass both northwest Hennepin County and all of Anoka County.  The agency provides a multitude of programs in an effort to increase client self sufficiency from all angles.  CEAP’s largest program is food assistance for hungry families.  CEAP operates 3 food shelves that serve over 1,300 families a month.  In 2011, CEAP’s food shelf usage increased by 95% over 2007, giving a record 1,110,000 pounds of food to those in need.
In addition to food assistance, CEAP provides rent and utilities assistance to avoid evictions; no interest car loans to enable persons to get to and from work, and avoid predatory lenders; Welfare to Work transportation assistance; plus Meals on Wheels and Senior Chores services to allow seniors and adults with disabilities to stay in their homes.

Everyone who comes to CEAP receives one on one assistance through an interview to assess their situation and service needs. Clients leave with enough food for 3 to 5 days and receive resource referrals for additional CEAP programs, and others in the community, which will move them to a place of sustainability.
